THE DRAFT STRUCTURE PLAN  ("the Draft") for Penang Island Municipal Council (MPPP) was launched in August.

The Draft is said "to serve as a blueprint for the state to realise the objectives of the Vision 2020 by 2010 and to become a developed state in 10 years"
